Milli eğitim kurumlarında okul aile birliğinin katılım etkinliğini artırmaya yönelik bir inceleme: Osmaniye ili örneği

Abstract

Kamu yönetimi alanında değişen paradigmalar ile geleneksel kamu yönetimi anlayışından aktif katılımcı yönetim anlayışına geçiş yaşanmaktadır. Bir kamu kurumu olan Milli Eğitim Bakanlığına bağlı okullarda katılımcılığın aktif sağlanabileceği örgüt olan OAB (Okul Aile Birliği)'nin katılım etkinliğinin beklenilen düzeyde olmadığı önceki bilimsel çalışmalar ile anlaşılmaktadır. OAB'nin katılım etkinliği artığında tüm kademelerde sürecin çıktısı olarak eğitim-öğretim kalitesinin artacağı düşünülmektedir. Bu çalışmada Osmaniye Milli Eğitim Kurumlarında OAB'nin katılım etkinliği yönetmelikte belirtilen görev ve yetkiler çerçevesinde taşra teşkilatı, okul yönetimi ve okul aile birliği yönetimi açısından incelenmiştir. Ayrıca genel kurul ve yönetim kurulu faaliyetleri görev ve yetkiler çerçevesinde incelenerek katılım etkinliğinin önündeki engeller ve alandaki sorunlar tespit edilerek çözüm önerileri geliştirilmiştir.Due to the changing paradigms in the field of public administration, there is a transition from the traditional public administration approach to the active participatory management approach. Previous scientific studies prove that the participation efficiency of the Parent-Teacher Association, which is the organization where participation can be actively provided in schools affiliated with the Ministry of National Education, is not at the expected level. As might be expected, the quality of education at all levels will increase when the participation efficiency of the Parent-Teacher Association increases. In this study, the effectiveness of the participation of the Parent-Teacher Association in Osmaniye National Education Institutions will be examined in terms of provincial organization, school management and school-parent union management within the framework of the duties and authorities specified in the regulation.In addition, the activities of the general assembly and the board of directors will be examined within the framework of their duties and authorities. In this way, the obstacles in front of participation effectiveness and problems in the field will be determined and solution proposals will be developed.
