Pandemi sürecinde devlet desteği ve gönüllülük ilişkisi: 'Vefa Sosyal Destek Grupları' hakkında bir değerlendirme

Abstract

Bu çalışmanın amacı, Pandemiyle mücadele etmek için devlet tarafından oluşturulmuş olan VSDG'nin, hem toplumsal açıdan hem de gönüllülük ilişkisi bakımından ne derecede iyi bir strateji olduğunu, yapılan haberler ve gerçekleştirilen görüşmeler ile değerlendirmektir. Çalışmada, Pandemiyle mücadelede ortaya çıkan devlet desteği, bu desteğe bağlı olarak gelişen gönüllülük çalışmaları ve alternatif stratejilerden biri olan VSDG'ye yönelik olarak, belirlenen tarih aralıkları çerçevesinde derinlemesine görüşme ve içerik analizi yöntemleri vasıtasıyla bir değerlendirme yapılmıştır. Bu bağlamda Pandemi süreciyle birlikte dönüşüme uğrayan politikalar kitle iletişim araçlarındaki içerikle birlikte değerlendirilerek, bu politikalar üzerinden bir sonuç elde edilmiştir. Çalışmanın sonucunda, dezavantajlı grupların mağdur olmaması adına uygulanan bir proje olan VSDG'nin hem toplumsal açıdan hem de devlet desteğinin gönüllü çalışmalar üzerindeki rolü bakımından faydalı bir proje olduğu, yapılan haber metinlerinde ve VSDG çalışanları ile gerçekleştirilen görüşmede gözlemlenmiştir. Sivil toplum kuruluşu olarak değerlendirilmemesine rağmen, VSDG uygulaması da kâr amacı gütmeden topluma hizmet sağlamıştır. Haber içeriklerinden elde edilen veriler de, VSDG uygulamasının başarılı bir şekilde uygulandığını göstermiştir. Yeni bir oluşum olduğu için elbette eksiklikleri vardır, ancak ileriki dönemlerde herhangi bir felakete karşı geliştirilecek uygulamalar için önemli bir rol model haline gelmiştir.The aim of this study is to evaluate how well the Vefa Social Support Groups, which were created by the state to combat the Pandemic, are a good strategy both in terms of social and volunteering relations, with the news and interviews. In the study, an evaluation was made through in-depth interviews and content analysis methods within the specified date ranges for the government support that emerged in the fight against the pandemic, the volunteering activities developed in connection with this support, and the Vefa Social Support Groups, which is one of the alternative strategies. In this context, the policies that were transformed with the pandemic process were evaluated together with the content in the mass media, and a result was obtained through these policies. As a result of the study, it was observed in the news texts and interviews with VSDG employees that the Vefa Social Support Group, which is a project implemented to prevent disadvantaged groups from becoming victims, is a beneficial project both in terms of society and the role of state support on voluntary work. Although it is not considered as a non-governmental organization, the VSDG application also provided services to the society without any profit. The data obtained from the news contents also showed that the VSDG application was applied successfully. Of course, since it is a new formation, it has shortcomings, but it has become an important role model for applications to be developed against any disaster in the future.
