6458 sayılı Yabancılar ve Uluslararası Koruma Kanunu kapsamında Suriyelilere verilen hizmetlerin sosyal hizmet perspektifinden değerlendirilmesi

Abstract

Suriye Arap Cumhuriyetinde 2011 yılında cereyan eden savaş sonrası bu ülkeden Türkiye'ye ciddi göç dalgaları başlamıştır. Suriye'nin geneline yayılan iç karışıklık ve şiddet olayları insan hakları ihlallerinin yaşanmasına neden olmuş bu da Türkiye'ye göçün yoğunluğunu daha da arttırmıştır. Bu çalışmada 6458 Sayılı Yabancılar ve Uluslararası Koruma Kanunu kapsamında Suriyelilere verilen hizmetlerin Sosyal Hizmet perspektifinden değerlendirilmesi konusu ele alınmıştır. Araştırmanın yöntemi olarak ise betimleyici analiz yöntemi kullanılmıştır. Çalışmanın birinci bölümünde çalışmanın amacı ve yöntemi, ikinci bölümünde göç terminolojisi ve Türkiye'de göç tarihi; üçüncü bölümünde Türkiye'nin göç politika süreci, Suriyelilerin yasal durumu ve faydalandığı hizmetler; dördüncü bölümünde ise göç, Geçici Koruma altındaki Suriyeliler ve Sosyal Hizmet ele alınarak son kısımda sonuç ve öneriler sunulmuştur. Bu çalışma, 6458 Sayılı Yabancılar ve Uluslararası Koruma Kanunu kapsamında Suriyelilere verilen hizmetlere ilişkin Sosyal Hizmet perspektifini kazandırabilmek açısından son derece büyük bir önem arz etmektedir.After the war in the Syrian Arab Republic in 2011, serious waves of immigration started from this country to Turkey. The civil unrest and violence that spread throughout Syria caused human rights violations, which further increased the intensity of migration to Turkey. In this study, the issue of evaluating the services provided to Syrians within the scope of the Law on Foreigners and International Protection No. 6458 from the perspective of Social Work is discussed. Descriptive analysis method was used as the method of the research. In the first part of the study, the purpose and method of the study, in the second part, migration terminology and history of migration in Turkey; In the third part, Turkey's migration policy process, the legal status of Syrians and the services they benefit from; In the fourth part, migration, Syrians under Temporary Protection and Social Services are discussed and in the last part, conclusions and suggestions are presented. This study is of great importance in terms of providing a Social Work perspective on the services provided to Syrians within the scope of the Foreigners and International Protection Law No. 6458.
