Klasik ve bulanık proje planlama yöntemlerinin karşılaştırılması ve tekstil sektöründe bir uygulama

Abstract

Rekabetin piyasalarda fazlasıyla zorlaştığı günümüzde işletmelerin diğer işletmelerden bir adım öne geçebilmesi için daha önce yapılmamış çalışmalarda bulunması gerekmektedir. Birçok işletme rekabet şansı elde edebilmek için birden çok projeyi aynı anda yürütmektedir. Bu durum etkili ve verimli proje yönetimini zorunlu hale getirmiştir. Genellikle işletmeler etkili proje yönetimi gerçekleştirmek için proje ekipleri kurmakta ve daha fazla insan gücü kullanmak zorunda kalmaktaydılar. Projelerin içeriklerinin karmaşıklaşması ve kapsamlarının artması ile birlikte işletmeler proje yönetimini kolaylaştırmak için proje planlama tekniklerine yönelmişlerdir. Proje planlama teknikleri ile birlikte karmaşık projelerden daha iyi verim alınabilmektedir. Aynı zamanda proje yönetimi için gereken süreden ve maliyetlerden tasarruf edilebilmektedir. Proje planlama tekniklerinin faydalarından birisi de gerekli insan gücünü azaltmasıdır. Böylelikle işletmeler proje yönetimi için kullanacakları fazla işgücünü işletmenin diğer bölümlerinde istihdam edebilmektedirler. Etkili proje yönetimi gerçekleştirmeye mecbur olan araştırmacılar bir çok proje planlama tekniği geliştirmişlerdir. Bunlardan en önemlileri ve en çok kullanılanları CPM (Critical Path Method) ve PERT (Program Evaluation and Review Technique) teknikleridir. Bu çalışmada klasik CPM, PERT ve bulanık CPM, PERT teknikleri kullanılarak bir uygulama yapılmıştır. Uygulama Gaziantep Organize Sanayi Bölgesinde faaliyet göstermekte olan bir halı fabrikasında gerçekleştirilmiştir. Gerekli tüm adımlar uygulandıktan sonra sonuçlar karşılaştırılmış ve Klasik PERT yöntemi bu çalışma için en ideal yöntem olarak belirlenmiştir.

Today, when the competition is overwhelming on the market, businesses need to be able to work one step ahead of other businesses. Many businesses run multiple projects at the same time to gain competitive advantage. This situation makes project management effective and efficient. Generally, businesses have to set up project teams and use more human power to carry out effective project management. With the complexity of the content of the projects and the expansion of their scope, enterprises have turned to project planning techniques to facilitate project management. Together with project planning techniques, better results can be obtained from complex projects. At the same time, the costs and time required for project management can be saved. One of the other benefits of project planning techniques is to reduce the necessary human power. With this way, businesses can use human power in other departments instead of using them in project management. Researchers who have been forced to implement effective project management have developed many project planning techniques. Critical Path Method (CPM) and Program Evaluation and Review Technique (PERT) techniques are the most important and most used of these. In this study, classical CPM, PERT and fuzzy CPM, PERT techniques were applied. The application was carried out in a carpet factory in Gaziantep Organized Industrial Zone. After all necessary steps were applied, the results were compared and the classical PERT method was determined as the ideal method for this study.
