203 No'lu Besni (Behisni) Şer'iyye Sicili'ne göre Besni kazasında idari, hukuki, sosyo-kültürel ve ekonomik hayat

Abstract

Osmanlı Devleti'nin tarihi gelişimi incelenirken başvurulan arşiv belgeleri önemli kaynaklardır. Şer'iyye Sicilleri, Osmanlı Devleti'nin siyasi, askeri, hukuki, ekonomik, sosyal ve kültürel alanlarındaki verileri içeren önemli arşiv kaynakları arasında yer almaktadır. Araştırma konumuzu oluşturan ve M.1873-1875 (H.1290-1292) tarih aralığını kapsayan 203 Numaralı Besni (Behisni) kazasına ait Şer'iyye Sicili, 90 sayfa olup (boş sayfalar mevcut), 186 belgeden (birkaç belgenin numarası bulunmamaktadır) oluşmuştur. İncelenen belgeler de önemli siyasi ya da askeri olayların olmaması bölgenin güvenli bir ortam olduğunu göstermiştir. Bölge halkının ana geçim kaynakları tarım, hayvancılık ve ticaret olmuştur. Belgeler de rastladığımız diğer bir konu ise kadınların toplumdaki yeridir. Sicillerdeki belgelerde kadınlarla ilgili bilgiler mevcut olup dönemin şartlarına göre değerlendirmeler yapılmıştır. Belgeler genel olarak vasilik, veraset, terekeler, izinnameler, ilam, tahrirat belgeleri ve hüccet belgelerinden oluşmuştur. Araştırma konumuz olan 203 No'lu Şer'iyye Sicili'nin transkripsiyonu ve değerlendirilmesidir. Bu vesileyle, M.1873-1875 (H.1290-1292) yılları arasındaki Besni kazasının idari, hukuki, ekonomik, sosyal ve kültürel durumlarına ilişkin kayıtlara ulaşılmış; bu bilgiler doğrultusunda somut değerlendirmeler yapılmıştır.

Archival documents are important sources when analysing the historical development of the Ottoman Empire. Şer'iyye Registers are among the important archival sources containing data on the political, military, legal, economic, social and cultural fields of the Ottoman Empire. The Sharia Register No. 203 of the Besni (Behisni) District, which constitutes our research topic and covers the date range of m.1873- 1875 (H. 1290-1292), is 90 pages (there are blank pages) and consist of 186 documents (a few documents do not have numbers). The absebce of important political or military events in the examined documents shows that the region was a safe environment. The main sources of livelihood of the people of the region were agriculture, animal husbandry and trade. Another issue we come across in the documents is the place of women in society. The documents in the registers contain information about women and the relevant evaluations have been made according to the conditions of the period. The documents are generally consist of guardianship, inheritance, estates, permission, verdicts, census documents and proof documents. Our research topic is the transcription and evaluation of the Sharia Registry No. 203. On this occasion, records on the administrative, legal, economic, social and cultural conditions of the Besni accident between 1873-1875 AD (1290-1292 AH) were accessed and concrete evaluations were made in line with this information.
